Whole service or large-scale safeguarding enquiries may be undertaken when multiple safeguarding concerns arise within the same service or care setting. These enquiries play a vital role in identifying, understanding and responding to potential organisational abuse or neglect. To support a consistent and transparent approach, the Torbay and Devon Safeguarding Adults Partnership has worked with partner agencies to develop the Whole Service / Large-Scale Enquiry Principles and Guidance document, which explains the purpose and process of such enquiries.
