Accessibility statement for the Torbay & Devon Safeguarding Adults Partnership (TDSAP) website

This website is run by Devon County Council on behalf of the TDSAP. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts using browser settings
  • zoom in up to 300% without the text spilling off the screen using browser settings
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader

How accessible is this website?

This website has been developed to be as accessible as possible. However, we know some parts of this website aren’t fully accessible, including:

  • some older PDF documents aren’t fully accessible to screen reader software
  • a referral form is available as a Word document and is not easily navigable by screen reader software
  • DEL training portal (available for staff only)
  • some images do not have a text alternative, so people using a screen reader cannot access the information

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

A few PDF documents published since September 2018 aren’t fully accessible to screen reader software. Any new PDFs or Word documents we publish will meet accessibility standards.

Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content). We plan to add text alternatives for all images by September 2020. When we publish new content we’ll make sure our use of images meets accessibility standards.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Many of our older PDFs and Word documents do not meet accessibility standards – for example, they may not be structured so they’re accessible to a screen reader.

The accessibility regulations don’t require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we don’t plan to fix this Information Sharing Principles and Agreements for Safeguarding Adults at Risk.

Any new PDFs or Word documents we publish will meet accessibility standards.

Third-party applications

There is a link to a third party training tool (DEL), which is not fully accessible. This online training is for staff only, and under the regulations must be compliant by September 2020. We will work with the provider and content authors to ensure the service is accessible by September 2020.

How we tested this website

We tested this website in the following ways:

  • using the NVDA screen reader (last tested September 2019)
  • WCAG 2.1 compliance using a third-party automated service (last tested September 2019).
  • regular testing using a suite of browser-based accessibility reporting tools
  • colour contrast checkers are used during the design phase and re-tested once launched
