Definition
In order to make a real difference in breaking the cycle of abuse, we need to look at a holistic, whole family approach. Not only do we need to support the victim and children in a relationship, we need to look at supporting the person who harms as well.
What support might they need
It is important to recognise that those who perpetrate abuse (use harmful behaviour) may also have care and support needs that need to be met.

Safety and contingency planning
When considering a safety plan for the victim, we may also need to look at those they are caring for, or who care for them, who may also be considered as the perpetrator. Whether we are planning for a victim to leave a situation or remain in their current home, we need to make sure that if the perpetrator has care and support needs themselves, that specialist support services are sourced to assist with safety and contingency planning. This will ensure that the needs and safety of both individuals are assessed, safety and contingency plans agreed and implemented, and agreement reached regarding the most appropriate monitoring and review of the ongoing support.

Help For Domestic Violence Perpetrators | Respect Phoneline UK
Offer advice to frontline workers, concerned friends and family members, as well as those who use harmful behaviour.
Immediate harm:
- Contact 999 if a person feels that they are at risk of serious harm or homicide.
- If a person is considered not to have the mental capacity or ability to make safe choices, make a referral to adult safeguarding services in your area.
- If children are involved and at risk, make a safeguarding referral to your local team.
- If there is an imminent risk of suicide or self harm, please refer the person being abused to: First Response Service | DPT by calling 08081968708. You may also need to call 999 and ask for ambulance or police.
